just think of the time the game is set in, why should the dev bother. btw, are there even any female generals in the armies of today? :)
However, most are not in charge of or trained in front line operations. Supply, engineering, medical, and other support roles tend to be were they are most common.
It would be pretty easy to make, but with the following problems: unit card would still have a male general's face on it, the general would still have some male voices on the campaign map such as when seiging/retreating. ALL the generals would be women, not just some of them. Daimyo (and maybe sons/family members as well) would still be normal though. I'm sure the portrait can be changed and probably the remaining sounds too, but I haven't played around with it enough to be sure.

Now, It is possible though to make a Female Hero unit that with unique campaign model (like Foreign Marines) and Battlefield general Abilities...But that technically not a General, Its just another unit...
