One way to free their ports is to force them to break their trade agreement with other people.
Oh yeah and your honor and religion also plays big part with this.
Jesus, moving on I have the same problem. I am on turn 14 and I am right next to the uesigi and they keep refusing to trade with me with the famous line "This is unacceptable!".
1. A.I doesn't think he benefits much from trading with you when he could trade with someone else.
2. you don't have good trading items (people like horses, and those that has horse resources tend to not trade much)
3. They are already trading with others
4. They don't like you enough
5. They are planning to attack you.
edit: Also they tend to only show do they have trading port up. They don't show do they have free tradeing port, unless I remember wrong.
In some games I dont trade with anyone to dont depend of anyone.
If you don't have anything to trade to them they won't trade, if you don't have any access to their land they won't trade. If you don't have enough ports they won't trade.
You're not giving enough details.
In other words screenshot about politics screen and your relationship with those factions.
1) You don't have a craft good they WANT. Explanation: Most trade goods, while "valuable", aren't seen as useful by the AI clans until -very- lategame. If you don't have horses you're going to have a tough time trading with others. Note: Iron and crafts MAY sometimes be enough to convince others, but not always.
2) The clan you're desiring to trade with hates you enough to decline any attempts at trade. (It's possible, but I only noticed it with clans that are very deep into hostile)
3) The clan you're desiring to trade with either decided to/has been pressured into boycotting you. This can be in 1 of 2 ways. The first is obvious to spot due to the "Their trade embargo against you" X turns note at diplomacy. The less known version happens when the AI feels like it. Sometimes a certain clan gets it in their minds that they don't want to trade with you because...The wind blows from the north, or they woke up with a hangover, or something else. It's possible even for clans with +100 or more in diplomatic relations with you to break/refuse any trade agreement set up. Usually this passes after like 5 turns or so, but I've had it once where the hojo broke EVERY trade agreement I made with them, throughout the game, within TWO turns.
4) The clan you are trying to trade with is planning to attack you. (Threat of attack warning messages are often a good indication that something like that is happening).
5) You are incapable of making a trade route with that particular clan.
