Fire Arrows used in Rainy weather

While i was playing, the Imagawa attacked my fleet in rainy weather. This prevented my bow ships from using Fire Arrows, but for some reason, the Imagawa could unleash flaming arrows from their bow ships. The computer appears to have been cheating.

The rain persists through the battle. It was still raining when they used fire arrows.

I had the same problem with matchlock samurai. Me and a rival clan had a fight in the rain with matchlock units. Exept I could use them and my enemy couldn't.

i thought you could normally use matchlock units in the rain, though they reload more slowly.
It clearly states archers and bow kobayas cannot use flaming ammunition in the rain. I was at a disadvantage in the battle since the Imagawa used flaming ammunition. Does it have to do with their high experience level?

Sorry to revive this but I've had the same problem no matter who I'm fighthing, in both Vanilla Shogun and Rise of the Samurai. Whenever I get into a sea battle, if it is raining, the AI is still somehow able to use fire arrows while they are disabled for me. I've only noticed it in the past couple of months but I can't say if it was happening before that or not since I rarely fight sea battles.

Actually after researching this a bit I believe I have found the problem. The issue comes from the "auto-use" toggle (when you right click an ability with the circling arrows on it). For whatever reason in a ship battle during the rain the auto-use is able to still activate the fire arrows despite it technically not being possible.

The good news is that this works for us too. I've tested it out in game and I was able to use fire arrows during a rain battle. Also, since the ability technically can't activate, it seems like there's minimal cooldown (but I could be wrong on this).

So while it does break the rules of "no fire during rain", at least now we can even the playing field and use them ourselves.
