Think of all the lives that you could have saved...
It clearly states archers and bow kobayas cannot use flaming ammunition in the rain. I was at a disadvantage in the battle since the Imagawa used flaming ammunition. Does it have to do with their high experience level?
The good news is that this works for us too. I've tested it out in game and I was able to use fire arrows during a rain battle. Also, since the ability technically can't activate, it seems like there's minimal cooldown (but I could be wrong on this).
So while it does break the rules of "no fire during rain", at least now we can even the playing field and use them ourselves.
