well as i see it its shogunate that pro wester
and imperial thats try hold back the advancement, but they allso understod that they could not win without the new technologies...
thats the game storie, but maybe another hard historian can give a better reply

In terms of what clans embrace it best.....
Satsuma, Nagaoka, Choshu, and Saga probably embrace it the best, with Tsu possibly deserving an honorable mention.
Aizu and Tsu probably do the worst.
Its only later along the line when The Imperials found out they need to Modernize as well to be oust the Shogunate and become the dominant power of Japan.
Agreed indeed. In fact, I do believe the intros of the game actually represent that fairly well.
I think the problem is just that in this game, the bonuses don't add up (and for decent reasons). The main Shogunal-leaning clan that strikes me as a Top Tier modernist faction are the Nagaoka (probably my personal favorite along with the Satcho duo fo rthe Imperials).
Compare/contrast that with....say.... the royal Turkeys that are the Aizu., who if anything are probably the Shogun's chief standardbearers at least in a new campaign.
