It wasn't the antivirus itself that blocked the game. Siteadvisor is a seperate program that runs as a browser extension independently of the core program.
but then you test stuff like that firewall and antivirus program is off ... and that how you figure it out with any antivirus / firewall program, ( temporarily disable antivirus and firewall )
I had the same problem. I showed this to 2 other posters who seemed to have the same issue. PLEASE TRY THIS BEFORE GOING INTO TASK MANAGER AND SHUTTING DOWN A BUNCH OF STUFF UNLESS YOU KNOW EXACTLY WHAT YOU"RE DOING OR KNOW SOMEONE WHO DOES; You'll end up with a bigger mess than you have already....
The first splash screen came up and then an error entiled "stopped working". Following another post of an effective solution which worked for me. I'm running Windows 8.1. If you have McAfee site advisor or web advisor, uninstall it. Not just disable; UNINSTALL IT. Exit Steam and set it to "Run As Administrator". Right click on Steam exe where your main Steam installation is. Usually c//steam. Find the steam.exe and rightclick, select properties, check Run as Administrator, Also in Run Compatability mode, open dropdown and for me it is Windows 8. Select OK. Restartthe computer and steam. You should now be able to play Shogun 2.
Good luck, I hope this will help you. It's a simple fix and you don't have to alter any files. However closing unneccessary programs is good for FPS because these programs aren't consuming power that could be used for your game/RAM.... Just remember what settings were changed because it will cause programs to become inoperable.

Can confirm.
Mcafee site advisor was activated for the past four hours or so of me looking for a solution. I checked out Rawfire's suggestion and after disabling firewall protection and deleting site advisor (not sure if one or both is necessary but i did both) shogun 2 got to main menu again.
