So, is your problem the fact that The AI is too powerful by recruiting Samurai Armies, or AI unrealistically recruiting Full Samurai Army, or The AI not smart enough to utilize Ashigaru-Heavy Army?
You need to introduce dynamic unit caps if you want to fix this problem. Dynamic unit caps introduce hard caps that are increased with every province you own. More provinces = higher unit caps.
Someone from the Sekigahara mod has written a tutorial on TWCenter.net on how to add this feature to the game. It is not that difficult, but you need basic modding skills.
You would have to make a dynamic unit cap mod for vanilla Shougun II, RotS and/or FotS.
It's not that difficult and I would be willed to lend you a hand.
