In my Shogun 2, the soldiers speak Japanese on the battlefield. The advisor, and other daimyo in diplomacy, speak English, but agents and soldiers should be speaking Japanese in the Sengoku campaign.
In Fall of the Samurai, you'll hear the soldiers use English becaus it is supposed to reflect that they have received training from American officers or something, like how in the Foreign Legion all commands and any vocabulary pertaining to equipment, movement, etc. is in French.
What do you mean? Are you talking Fall of the Samurai, or the agents in the Sengoku campaign or something else?

As far as I know, there isn't a mod for that, although I guess you could make one relatively easy by using Shogun 2 vanilla speech files for FotS.

Well, "relatively easy" people says - he have to replace around 10.500 sound files, not hard, but that's quite a lot...
Yeah definitely not saying no labor is involved, but it's not like creating new textures, redoing the map or something like that.
