Past mods aside this could be anyone of a number of other problems, you say you updated your drivers recently? did anything occur during the update that may have caused the update to fail part way through? do you have graphical issues in any other games (it could be corrupted video drivers).
Have you tried changing the resolution in game settings (on the off chance it fixes it)?
Have you tried playing via DX9?
What settings are you playing on? is it possible you don't have the video memory for said settings? (you have given us practically no details on your set up).
Do a test by setting everything to its lowest settings and launching in DX9 (if you change to DX9 via the in game menu you need to relaunch the game for DX9 to take effect), if you can see the land properly in said test then just systematically increase all your graphical settings until such a time it turns back to water and in the process discover what in particular is causing the problem.
If all else fails the answer could simply be Windows 10, adopting a Windows OS early has never been nor will it ever be a good thing as they always screw with everything early on.

I can be more specific on the specs if need be, but I'm 100% positive that is not the issue.
This has never been an issue before until I upgraded to Windows 10 with my new AMD drivers. I didn't play the game for 2 months so when I launched it the other day, the battles(at least the historical ones, I didn't test custom/campaign ones) were loading but only a black screen.
People on the forum recommended to people who had the same problem with those latest "nonbeta" drivers to download the beta (which I hate doing, but I wanted to play my game, so...) in any case. I played my historical battles and tonight decided to start a campaign.
(I have NEVER used mods of Shogun 2...never!)
I have tested both DX9 and DX11
-Changed resolution
-Everything you have mentioned (And more) I have tried
All my games(literally I have tested every single one) on my steam library works just fine on Windows 10. I adopted because we have to upgrade sooner or later and I gave it a go. No complaints.
I will continue to do some tweaking and see if I can solve the issue.

This has never been the case, so what has happened? Did my system get fried? Do I need to run the DX in redist? I have no clue anymore. I'm a Mother Prussian. :/
I have checked the official forums and it seems I'm not the only one. The only fix from the sounds of it is to just use DX 9 or try to reinstall the game. Hmm, we will see, won't we?
I suspected as much it seems for many people that a combination of AMD and DX11 is causing various crashes and problems.
I don't know what the cause is but I suspect it is something new CA/Sega are doing with their games because Rome II had similliar issues with certain AMD cards on launch.
I regularly switch between DX11 and DX9 for this game (mostly to match whatever the person I am playing with in multi is using as often running different version of DX can in multi can cause issues), I wouldn't say it is catastrophic that you can't use DX11 it is bloody annoying but the DX9 is perfectly serviceable.
