Report a translation problem
I have a feeling that you may have to select the mods in the manager then fire up the game to the menu screen, then exit the game and restart it. At this point the mods should be in and working.
I think you only have to do this the one time.
. . . like I say, I may be wrong.
If that doesn't work, come back with a list of the mods you have installed and I'll have another think.
I tried to do as you said but the result was the same, nothing. The mods are:
3 Skill Points Per Level for Agents
Sengoku Campaign Retexture
3 Skill Points per General Level
Extended Camera Minimod
GBJ Blood Mod: The Samurai Blood
Vastator Unit Style 1.3
Improved armor visuals
Expanded Japan (97 new regions, 101 new factions, 22 playable factions)
12 turns per Year - For Shogun 2 and RotS
Here are some of my perspective
1.vastor unit style *uck up with improve armor visual solution >> pick one of these u like the most and discard the other
2. 12 turn per year fuc* up with expanded Japan >>solution there is expanded mod with 12 turn combine together with one mod
If u plan to use a lot of mod here my some suggestions
1.make sure the important one or the one that got dominated come first
And start the game and quit and if u ask me how can u tell that the mod one is the important or got easily dominated by the others well this come out from solely experience I’m sorry
2.add the others sub-mod*(aka unique one that rarely got overwrited data by another) as u please and start the game

I just loaded them up and they seem to be ok. All except the blood mod as I don't have the blood DLC which is required - it just ain't my thang :)
So, all I can suggest is to unsubscribe from the mods.
Delete the ModManager App from the game folder.
Verify your game files and it will download the ModManager App.
Subscribe to one of the mods and see if that fixed it.
So the 12 turns per year mods may be causing a problem.
If you are wanting to play ROTS at 12 turns per year, turn off the Extended Japan.
