You sure you own what you're trying to play?
I'm wondering if there are elements of the previous installation on your computer that were not removed and are now causing conflicts.
From Steam select browse local files (for shogun 2) and make sure it is taking you to the place you installed the game and not to some external drive where it may have been previously.
How are you launching the game, from Steam or from the .exe file? Do you get a different outcome on the basis of how you launched the game?
If so, it may be worth uninstalling them and making sure they are removed and trying again. I have had conflicts with these that gave me the greyed out buttons until I removed them. The game then launched fine. Once resolved, I could reinstall the tools again.

However, I may be mis-remembering what cleared the problem.
It may have been uninstalling MMS that cleared the problem for me. I found that if I backed up save files, screenshots and mods that I have created, then cleared everything shogun related fro m the computer, to give a clean install (which you should have anyway if you are on a new PC) then that cleared the problem for me.
You start the game how - using the play button in steam or a shortcut to the .exe file in your game's data folder?
The launcher window opens, and if you check in the mod manager there are no mods active?
You select Play on the launcher and the game launches?
At the main menu, the only option you can select is the Tutorial? All other options are greyed out.
Is that what the problem is, or have I missed something?
Hi , we had the same issue with this game. Tried many things and finally got it work!
This is what I've done:
Deleted the folder in C:\Program Files (x86)\Steam\steamapps\common\Total War SHOGUN 2\blob_storage
RIght click on Shogun2.exe in C:\Program Files (x86)\Steam\steamapps\common\Total War SHOGUN 2 > Select the Compatibility tab > Uncheck 'Run this Program as Administrator'.
