I think I have found it in the file.
It is an event that is in the Sengoku Jidai and Rise of the Samurai campaigns. It has a 10% chance of triggering when the following criteria are met:
Provinces owned: Min. 10
Units owned; Min. 40
Composition of army: Min. 70% samurai.
As best I can figure it, you are able to recruit samurai with +2 experience levels for a few turns.
Unless you are playing on Easy and running 100% samurai armies, I cannot see this has any great utility.
I don't think I ever get to 70% samurai composition in my armies in the game - which is why I have no recollection of this event.
Infantry: Bow/Matchlock/Katana/Yari/Naginata/No-dachi samurai
Cavalry: Bow/Katana/Yari
Others that should count but probably don't: Daikyu samurai/Katana ronin/yari ronin/Hattori bandits/kiso ninjas/Portuguese Tercos/Donderbus cavalry/Tokugawa mounted gunners/Takeda fire cavalry/Mori Wako Raiders.
Even after Realm Divide I am running more than 30% non-samurai units in my armies. I prefer bow warrior monk + bow ashigaru combo instead of bow samurai, so that is 6 non-samurai immediately. Plus I keep a yari ashigaru contingent, with maybe a couple of naginata samurai as my defensive line and katana samurai for the counter. So I am probably around 50-60% samurai maximum - even at the end of the game.

I made a mod that means I don't even need to load the game, in fact I don't even need to turn on the computer, and I have won the game on a Mega, God-Tier game difficulty that I created, that no-one else in the universe has access to.
Imagine how satisfying this is to me . . .
I don't see the point of this exercise though. If you're going make adjustments to give units negative upkeep (which would be the most game-breaking alteration you could possibly make), why do you have apparent qualms about using the same method to boost unit stats? Or why not alter the values of buildings so they all create units at max experience?
