Report a translation problem
Remember, Shogun 2 is NOT included in Fall of the Samurai.
Best guess its a steam error giving FotS and Shogun2 the same ID. Try restarting the computer (which will restart steam) and verifying the cache.
If that doesn't work, try contacting steam or sega support. I don't think anyone's come up with another solution yet
its a common mistake then people bought fall of the samurai collection they think they bought all 3 campaigns and all dlc's to all of it
i suggest you contact Sega support and create ticket there.

I took the following screenshots to illustrate the problem:
I first noticed all other campaigns were grayed out:

It's visible in my library, but it's the only game the Total War launcher won't recognize:

I purchased RotS as well as other DLC, but when I try to install it, I get this error:

Testing to see if it fixes the glitch with all DLC deactivated, to see if the glitch might correct itself, and default to the Samurai 2 base campaign:

SO APPARENTLY, there's "no base game" -- but what is the campaign menu part of if it isn't part of the base game? Either the base campaign didn't install, or there's some kind of glitch with the installer improperly listing what's installed.
I'm going to try completely uninstalling the game, then disabling all DLC and installing the base game first, in case there's an error with whatever databse or digest keeps track of DLCs. Perhaps the game needs to have the base game installed first, i.e., it's an installer problem.
I'll report back the results of that experiment in a bit.

and with steam 125 million user its impossible to steam user to fix this. it require pinned down thread and better info or they change something.to solve it.
sega need to fix its FAQ in steam games and redirecl link to solution if they want to point on its own forum or something like that.
You make it sound like this harms you somehow that people are problem solving an issue on a forum.
I understand that you've seen this issue discussed a lot, but we come up with workarounds on these forums all the time, without having to wait for massive, lazy companies like SEGA to come up with solutions.
Normally, when you contact customer support at those big companies, they walk you through a lot of basic stuff you probably tried on your own to begin with, if you're lucky enough to even talk to a person or get an actual reply. They just log the tickets, then sometime in the future, maybe a fix gets distributed.
In the meantime, we can wait, and just not play our broken games, or we can come to forums like these and try to work on solutions ourselves. All we're doing here is problem solving.

To everyone else, reinstalling the base game without DLC doesn't fix the problem. Just confirmed. Good luck.

If you purchase Shogun 2 AFTER purchasing FotS collection, it will show up as a campaign in your game menu. The "combo deal" you think you're getting due to the description, isn't a combo for the SHogun2 campaign + the DLC, it's just FotS + all related DLC to FotS.
Iceira was correct that the deal is misleading.
You have to buy a copy of Shogun 2 campaign and install it; technically, it is on your disk already (20+gb download, it's in there), you just need to BUY it seperately to unlock it (turns from white to grey in menu).
Iceira - Not sure why you didn't link any of those threads you commented in WITH THIS SOLUTION IN THEM, since you've been commenting in threads on this topic since 2014. Especially if you're annoyed that so many people post threads on a 2 year old issue, just link the solution in those threads you posted in, instead of telling people to contact SEGA support.

"Shogun 2: Fall of the Samurai COLLECTION" the normal campaign is NOT included, even though it says "in library". That's an error on steam's end. You've only purchased the DLC campaign, not the basic campaign. Hope that helps people.
but feel free to help others if you wish, but aient it sega or CA job to make better information. to that other steam games company have several pinned down thread with FAQ that cover most things
Shogun 2 is listed as purchased in my library. Just to double check I tried to buy it again and it wont let me.
That is why I came on here. I know sega isnt going to fix my problem otherwise they would have at some point in the last 3 years when these complaints first started.
