Report a translation problem
For steam workshop mods, first of all you should go into the workshop and unsubscribe from mods. After that if mods are still appearing, go to your ModManager\data folder and delete the mods you find there.
On my computer it's here:
C:\Program Files (x86)\Steam\steamapps\common\Total War SHOGUN 2\ModManager\data
After you do that it's probably a good idea to verify file integrity. If your game is still being weird, maybe uninstall it, go to the Shogun 2 program files again and delete anything that is still left, then reinstall the game from Steam.
If you delete everything fully and reinstall the game then it shouldn't have any mods. But if you're still subscribed to mods, it will automatically download and install them.
If they appear in the Mod Manager, disabling them there by either selecting Deactivate All or, moving the slider (in the Active column) to the left for each individual Mod in the table, should work.
