Even at launch all that ever happened with this feature was one of two things:
1. A lot of noobs failed to turn it off and got wrecked and cancelled out of the battle so they could google how to turn it off.
2. Anyone who knew what they were doing turned it on only when they had insurmountably better odds and just wanted to own someone for the lulz by allowing them to drop into a 2 on 20 battle.
Save yourself some trouble john, enjoy the game as an SP experience (or I guess move on with your life).
The campaign game is essentially a p vs e game. The option for drop in battles was likely dropped from subsequent titles due to the reasons Easy Target gave. It was abused. Inexperienced players had their campaigns, and enjoyment wrecked by players that knew the exploits to use to ensure their victory, and the experienced players invited players in to participate in unwinnable battles which would discourage their further participation.
If you are looking for a challenge in the battles, you are better off not playing the campaign. The AI is generally atrocious at recruiting a useful army. If you want a real p vs p battle experience, you would be better using custom battles in which your opponent is able to employ the army of his choice.
You could always incorporate this into a head to head campaign, but that is limited by player availability and the fact that the rest of Japan is still AI controlled and recruiting armies of questionable composition.
It all depends what you are looking for in your game experience.
You could have looked up steamcharts to figure how many people actually play this game actively.
Also, this game is mainly about campaign not drop in battles.
