How do I get certain foreign agents + units?

I built the building required to recruit foreign veterans in one of my regions in Hokkaido. Way back when I last played this game, I used all foreign agent/unit types except for French, so I wanted to recruit that. I clicked recruit agent, it gives me a Brit. I reload the save, it gives me an American. I reload the save like 6 or 7 times and it keeps giving me an American every single time, only having given me a Brit the first time, and never a Frenchman. Is there something I need to do, or do I just need to keep reloading the save until I get one by chance?

Also, I built the building one before I could recruit foreign legion units. The next building in the build tree allows me to build for an American, British, or French building with their units, but the red text says I can't build them until I get an event. What even am I waiting for? I'm like 60 turns in and I think I only got something from the Americans like 10 turns prior, which I turned down.

You need to accept a foreign trade offer to build the foreign trade post, which gives you the foreign marines for that nation. The British will only offer to the Imperial side, the French to the Shogunate. Both sides have a chance at the US.

When you recruit a foreign veteran the nationality always seemed random between the Brit/US for Imperial and French/US for Shogunate.

Thanks! I finally got myself a French agent and, by good luck, the foreign trade offer from the French, which I accepted and started building the building for the French units. I'm playing a faction that started Imperial but I switched to Shogunate probably 30-45 turns in. As a Shogunate faction, it tracks that I was given trade offers from the US and French. With veteran agents though, I recruited all three throughout my reloaded saves, including British. Maybe it's a bug since I started out Imperial, but whatever. I have my French agent+units now.
