For Vanilla S2, expanded Japan is my favorite, although the mod with Korea included seems good(haven't tried this one yet). Also 'custom_general_skill4.pack' gives a great power boost to generals and the over all game and works for AI also, so isn't overpowered in the players favour.
I'm playing mostly FoTS these days, and the unit packs from 'es' and the artillary unit pack are a must in all my games.
I've also started using 'new_market_income.pack' which gives a gold boost for each level of settlement built. This gives the gold needed to build the armies and provinces you want.
Both Vanilla and FoTS;
Increased research points for agents & Generals also is a must, but none available are giving the chance to max all researches at rank 6.
Gay Generals, allows you to rank up agents slowly in settlements and generals to be ready to defend settlements without getting the negative trait - 'Eye for the Ladies'
'Camera Zoom'- this allows you to zoom out from the battlefield so you can see better and select a group of units together that are spread out.
I use some others but I wouldn't say they are the best mods out there.
I also haven't played RoTS in a few years so I have no suggestions regarding this mode.
I would love to see a finished version of WW1 mod or Foreign Invasion mod(for FoTS).
Also with Regards to Darth Mod or Radious overhauls, I play 95% of my games with either one of these, although they are not perfect, they are closer to perfection than any other major overhaul.
Thanks to all modders out there who have put in their time to improve/alter the way the game can be played, and I hope to see lots more mods in the future.
