I don't really like to play as Tokugawa past the early game. Just like Hojo or Oda, the fun part for me is in the early stages, and then it just gets boring.
I found when confronting the Ikko-Ikki as another clan,, it really helps to cultivate good relations with another large "super clan," so I imagine that strategy would work for Tokugawa too.
Usually Takeda gets into war with Ikko-Ikki pretty early on, and Takeda also typically turns into a powerhouse, so I try to keep good relations with them in order to have a strong ally. It's much easier to deal with the Ikko-Ikki when you have supporting armies from a big ally.
