Like Fast Johnny said, if you get military access that will usually allow you to move again.
It seems to happen when you only had military access to your ally's land because you joined a war together. If you are in the last province of the enemy that was the target of the war, then taking out the town means the war is over and your military access is revoked; but the game gets confused if the siege battle happened during the AI turn phase, because technically when you ended your turn, it was still enemy territory. So you end up in the ally's land, but can't move because you aren't "really" there as far as the game knows.
I've also seen this happen to the AI. It's rare though. In over 1,000 hours I've seen it maybe 3 or 4 times.
Anyway, just get military access and you should be able to get out of there.
