This message is ridiculous as Steam isn't able to detect pirated copies.
Three re-installs from scratch, 10 verify cache attempts later it's still happening. Restarting Steam doesn't make it stop. No mods. No BS. I'm assuming Steam is just installing the game corrupt, cause there's no other explanation. I tried emailing support, but they just send you automated responses about nothing and never give you any real help. CA also isn't responding on their forums. This problem arose a couple of years back too. I don't remember how they fixed it back then since I was never afflicted with it. Probably a conspiracy to get people to stop playing this and buy the piece of ♥♥♥♥ known as Rome 2.
Funny thing is I could've had this game pirated, fully modded, and up and running flawlessly if not better than it does on Steam within 40 mins of this problem arising, rather than spending DAYS trying to figure out why the ♥♥♥♥ it's happening. Gotta' love paying for ♥♥♥♥ service.
This whole DRM crap is dumb to begin with, making paying customers suffer for the actions of others. As a Pirate myself, I honestly feel bad for people who legitimately purchase their versions (like you), as us Pirates can still the play the game, even with this whole DRM bullcrap running rampant.
I'm just going to keep playing some other games that're actually reliable on my PSP and maybe some Skyrim and wait for Civ: Beyond Earth and Lords of the Fallen -- Which I will not be paying for on Steam thanks to this. In the meantime I'll wait to see if there's any helpful responses from the various support venues I've contacted about this. Glad you fixed your problem though. Hopefully it stays fixed.
