But it is also steams fault because they were marketing it as '' Shogun 2 FOTS Collection'' or some equally unclear name which mislead people into thinking it included Shogun 2 but it only included the standalone DLC FOTS + its DLC but not vanilla Shogun 2.
It is a problem that has been around for ages but tbh for the past 4-5 years you can purchase the Gold edition retail for less then buying the standard game on steam without any DLC.
The Gold edition includes ROTS, Shogun 2, FOTS and all DLC for all games except for the Blood pack (which I suspect was to keep the age rating down on the retail copies).
