You upgrade the encampment to one of those others.
So you basically build the hunting lodge on settlements with the fletchers building for that stacked accuracy, jujutsu or armoury on settlements with blacksmiths, etc.
You don't have to build all those "tiers" before you could build the proving grounds :P that'd take a long time and money.
So the Encampment building line would be:
Tier 1 : Encampment
Tier 2: Armoury OR Barracks OR Hunting Lodge OR Jujutsu Dojo OR Proving Grounds
The base speciality is Blacksmith, and then there are two paths which one must choose between. One path increases armour (Armourer path) and the other increases melee attack (Weaponsmith path):
Blacksmith • Armourer • Master Armourer
Blacksmith • Weaponsmith • Master Weaponsmith
Did you upgrade to Master Armourer instead of Master Weaponsmith - in which case the bonus from here will be to armour instead of melee attack.
If it is still at Blacksmith, don't forget that the bonus of +1 melee / +1 armour is only applicable to samurai recruits.

Master Weaponsmith with Armoury encampment building produces units with Superior melee attack and Superior armour.
Recruits: Yari Ashigaru, all Samurai infantry (except bow), Katana cavalry, (Bow Ashigaru if one doesn't have Craftwork/Artisans speciality prefecture), (Light Cavalry and Yari Cavalry, if one doesn't have Horses speciality prefecture)
Craftwork/Artisans speciality, with Master Bowmaker
- Archery Dojo
- Hunting Lodge encampment building (Accuracy bonus)
- Siege Engineer's Workshop
- Stables
Recruits: Bow Ashigaru, Bow Samurai, Bow Cavalry, Matchlock infantry, Siege weapons
Horses speciality, with Warhorse studs

- Yari Drill Yard
- Proving Grounds encampment building (Charge bonus)
Recruits: Light Cavalry, Yari Cavalry
It doesn't say this in the game, but Ashigaru units receive extra promotions from higher-level castles, so one will want to build up the castles in Ashigaru-recruiting prefectures. Higher-level castles also have more recruitment slots.
For warrior monks, which I only recruit in a Holy Site prefecture, I will go Jujutsu Dojo encampment building if only recruiting Naginata Warrior Monks, and Hunting Lodge if only recruiting Bow Warrior Monks. If recruiting both in the same prefecture, then I will choose Armoury.
For Ninjas, I will go Jujutsu Dojo, but it's a bit of a waste of resources.
The Barracks encampment building can be useful on the front line, since it has double the recruitment discount and double the replenishment rate, albeit with no bonuses to combat stats.
(15%T1 + 15%@T2) Mine nerfed to -20%. This would make the encampment and upgrade fit much better for all provinces.
Proving Grounds really should of provided ranks to recruited units. This would make it a fantastic building for any province.(The game is severely lacking recruit at rank)
Hunting lodge really needed a buff to missile accuracy(5 is lol) and the fletchers building accuracy nerfed, also removed from eco side grade(choose either buffing eco or units). This would help it be a better upgrade in all provinces.
