its the smallest mod fix i can think on
I am searching for solution two days and I didnt find anything.
I have install/uninstall game and mods many times, nothing worked.
https://sourceforge.net/projects/tws2mm/
maybe this can overtake the ingame build mod manager ? and help you same time ?
i have no clue why it dont work for you.
try move it away validate game cache to see if you get a new version ModManager.exe ( before you delete it ) could be part of installed app and reinstal game has already been tried by op.
I can start the mod manager when i have some mod on Steam workshop , it show mod in it but when i tick those mod and go in the game , nothing change , i try Darthmod , Radious , ,.... but nothing show up just the word " modded ".
But i can make the mod from twcenter to work , Sekigahara mod , bayonet by copy pak file into data . When i did that for certain mod , it worked . But any mod that show up in mod manager will not , only those didn't. And when i exit the game , mod manager rest my choice again , un-tich all mod in mod manager but those don't show up keep working fine .
And i have delete save game , verify cache , i even turn off antivirus so far not working so i will try those solution you suggest.

if you use mods that outside workshop, you could have installed them wrong ( i doubt that most people know to do this right )
and i think the_yogi also mention not all mods have a entry aka. graphic or something like that. or scripts in some post in the past, but let him confirm this in the post then he see it. not easy to remember all post on such detail.
but this confirm your mod manager do work.
but dont do that mistake i did, i added several mod first time and none of them work, could this be the issue ?
i never figureout exatly why it did this. i had to reinstall them, activate 1 only reset my ingame option quite game, and now i could add them all with no problem anymore,
ps.
its like it need a activation first, but i have no proof of this only it worked on my pc.
also use nvidia experience graphic options to optimize the game ( i doubt this is the issue, i only mention this because it also fiddle with game option ) and then i could see all 4 mods back then . expandjapan , darthmod , and some other i have forgotten now.
whatever trigger this i dont know, maybe its game itself to many added mods that change to much in one go. or 2 huge mods that change to much
- My outside workshop is installed fine , i follow the forum instruction and it worked just copy to data folder . Only those regconized by mod manger or have same version on Steam workshop don't work
-I don't add many mod though , i only have Radious or Darthmod to see a quick change in gameplay but when only 1 mod , it still not work and when i am exit and enter again mod manager undo my choice.
- I use AMD and i do not use overdrive any graphic option
i have only used workshop items first. then a darthmod fix from missing steam item, it was from tw forum
All steamworkshop mod didn't work from graphic to total overhaul
Outside mod is 50:50 , if the mod show up in mod manager , it won't work , if it doesn't it will work. Strange
Thing is before reset my Win 10 , i can easily install a lot of mod through Steam no problem , all of them at once. But after that i can't , so i just wonder if this problem have anything to do with that.
Download this http://www.twcenter.net/forums/showthread.php?618536-Mod-Manager-Updated-25-04-14
Use it and launch the game from it , it will pop up the default mod manager for few time but it make the mod available in game
So , i will use this kind of skechy but hey it's worked
Love that after all these year someone still care about this amazing game :)
you dont want wrong romeII mods inside other tw title, but i did not read through the page,
i guess it most be a multi mod manager then to all tw titles, kinda missleading title then :D
well anyway nice to know this.
ps.
i recommend you goto CA forum, shogun2 mod tool sections and make a entry about it, i was in there and did not see anything about it, or overlook it. it not the first time we have seen this mod manager issue but many blamed steam workshop back then. so its actual still vital informations, and why should a shogun2 player read something in rome2 sections.
Phew i have been struggle with this for a while
So like you said this is vital informations so i want to share it
