it's broken anyway, best strat is to stretch your gunners to maximize firepower

I did figure that much out, just hoping I somehow missed a mod that fixes it
Don't get me wrong, I love FOTS, but it's in my view ridiculously easy compared to Shogun 2, in no small part for the reason I listed above and because RD's impact has been greatly softened.
Net: fire by rank working or not working all that well, not really an issue...;)
Only problem is that the entire unit needs line of sight so if there is a small hill in the way the entire unit has move, most likley under fire....
- Use bamboo pallisades/walls, as well as archers wooden shields, to create barriers.
If it isn't a defensive battle, and/or you didn't have the time to let your stack sit and get them, then the next best options for rank fire are:
- Use natural "walls," such as any village fences or low lying farm structures (so they don't block line of sight)
- Use sheer rock faces or other impassable ground to keep enemy units from running directly into the matchlocks; cover the remaing open approaches with ashigaru in yari wall
- Place the matchlocks on high ground behind your main line of infantry, so they can shoot over their heads into the enemy, but still benefit from the friendly line forming a barrier.
And then, the general guidelines that alwats apply, some of which have already been touched on:
- Don't bother putting them in more than 4 ranks, unless you have a very small space to defend (doorway or bridgehead)
- Usually it's best to stretch to 2 ranks in "the open" (where you don't have a barrier of some kind), because realistically there will only be time for two volleys before enemy closes
- Make sure the matchlocks have all finished their reloading animations before you give a move order, so they are actually ready to fire when you set them up.
- If possible, keep them within a general's aura, or even better, inside a Stand and Fight aura
- Try to recruit matchlocks from provinces that give accuracy bonuses
- Buff your matchlocks to get as much xp as possible, to increase firing rate and accuracy. At the end of battles, have your matchlocks do as much mopping up and shooting as possible on routers to raise xp; always merge fragments of depleted matchlocks so new recruits don't dilute xp.
