Can't purchase Fall of the Samurai

I recently bought Shogun with all it's dlcs. However when I try to buy FotS it says that I won't receive an extra copy of Shogun 2. Anyway I ignored it and went ahead to pay but steam won't let me pay either. Any help?
EDIT: Apparently the base FotS already includes Tsu faction pack on steam so don't add it even though its available for purchase

That's strange, Fall of the Samurai is a standalone DLC, so it doesn't need Shogun 2 Total War. Are you sure you tried to buy the right thing? I ask, because there is something I think is called the "Fall of the Samurai Collection" which includes a lot of DLC.

Yes I am not buying the collection. I am buying it as a standalone but it won't let me :(

The only thing I can think of would be to close and re-open steam, or reboot your computer.

That problem usually happens on the opposite direction, I don't have any warning about buying Fall of the Samurai and I only have vanilla Shogun 2 and the DLCs except Rise of the Samurai.

I also got rise of the samurai... Though it doesn't seem to conflict with FotS
