Why is this so dam all over the place? One turn I have +5, the next there's a rebellion...

There's a reason, this is not a randomized feature of the game.

Could be multiple things, watch your modernization and what buildings you have.. if you have even two med- high tier modernization buildings being setup in a city on the same turn it can totally ♥♥♥♥ your happiness.... the easiest way to counter unhapiness is the low tier geisha building in every province (it provides like +2 happiness and doesn't reduce modernisation and it provides added income), obviously police station type building things and Leaving Isshin Isshi or whatever they are called in as many provinces as possible because obviously boost to cash, repression and they gain exp with no risk.

Happiness juggling is kinda the main focus Fots. Dont rush modern tech too fast or you'll get lotsa rebels.
The actual battles are very slow, just set your 12 cannons/gatlings on autoaim and watch the carnage.

Check your tax rate. When you are starting you don't want to have to keep troops in castle just to keep the reppresion down as you are trying to gain territory. Try smoking them on very high taxes one turn then lower the tax rate to average. Very high, average, very high, average, etc. This will keep the revolts at a minimum and allow you to free up armies for invading adjacent territories.

I haven't touched any of the tax rates. Mainly due to the fact it's not region-wide but faction wide, which I hate because it doesn't allow a lot of freedom in regards to taxes.
taxes are a big reason. and if youre near max tech and everything then build the geisha building chain since it adds happiness. aswell as the shinsengumi / ishin ishi building chains aswell and get plenty of those agents since theyre really importent. and you could build a few bushido temples (or whatever its called that enables you to recruit samurai) since i think they enable some happiness. and if all else fails have levies garrison so they handle whatever unhappieness is left

Taxes for FotS
If you build too much too fast you have to drop taxes and focus on using building for cash money also good to leave some npc's in town to up what tax income you have.
Mainly try to save your forces and level them up so you dont have to build new armies and dont forget to level up generals ect with traits to hold down riots

In the end it all worked out, the rebellions wheren't exactly a threat, pretty much all samurai rebellions were 0 casualties even with auto resolve. Still think it's a flimsy mechanic. Even without alot of buildings that cause modernisation and having the inn and police building to the max I still got rebellions in certain provinces, despite also having a 4-6 unit garrison army in there.

Well, you could always exempt a region from tax. That's region-wide instead of faction-wide. Great way to boost up happiness and town wealth growth for a few turns, but remember to unexempt the region or the people will never be paying their taxes.

Tiny problem with exempting a region from tax. It doesn't bring up any taxes.

But if you want the people to pay their taxes no matter how unhappy they are, you can do that.

Personally, I just find it as a good temporary solution before I can bring in some troops and build some happiness-inducing buildings to starve off the modernization.
