Well,since all of my province(Military,and Economic) has both a Market and a Sake Den,picking the Second Choice is a good choice offeral,since my Province are pretty happy.
This Kind of Dillema is quite the 50/50 one,since there's a equal chance of Negative and Positive Outcome from this,but I think I got the Most Rarest one.
the Haitorei Dillema is basically too much Murder because the Non-Military Citizen are killing Westerners,if you Abolish the Swords,only Military personel are allowed to Carry Swords,this will always gives Negative outcome,the worst is a Samurai Discontent(instant -4 Public Order/320 Upkeep if you use Levy Troops to repress the samurai)
But a Magic happened in my Choice,and everyone literally wanted to join the Military,so they have rights to have Swords.
It's like the game knows I like to drink while I play lol.
