In fact, "Shinobi III" is actually the one that plays the role of a sequel to "Shinobi I" on SEGA GENESIS (also known as MEGA DRIVE). As for the game titled "Shinobi II", it was at that time made for and exclusively released on SEGA GAME GEAR.
Therefore, we might probably say that, although there is no "Shinobi II" on SEGA GENESIS, "Shinobi III" is quite able to be taken as the GENESIS version "Shinobi II".
P.S. Hope that a set kind of "SEGA GAME GEAR Classics" will be constructed and brought to the public on Steam someday.
I thought that Shinobi 1 was the original arcade game (and its Master System/Game Gear port), Shinobi 2 was Revenge of Shinobi in the west and Shinobi 3 (Zeed's resurrection) was "Super Shinobi 2" in Japan.

After looking it up on https://en.wikipedia.org/wiki/Shinobi_(series) , I realize that it's my fault to misunderstand that Shinobi 1 was "The Revenge of Shinobi" (which has a name "The Super Shinobi" in Japanese title). In addition, I didn't pay enough attention that "The Revenge of Shinobi" ("The Super Shinobi") is probably much more seen as Shinobi 2 in the west.
I'm now glad to know that the original "Shinobi" is actually the very first game in the SEGA Shinobi franchise. It's definitely the genuine Shinobi 1.
Sorry for bringing about the confusion. I should have described more specifically that "Shinobi III: Return of the Ninja Master" (International title) is the equivalent to "The Super Shinobi II" (Japanese title), just as what you mentioned~.
I also would like to know if it's ok to assume that "The G.G. Shinobi" and "The G.G. Shinobi II" ("Shinobi II: The Silent Fury") are the GAME GEAR version of the games on MEGA DRIVE (GENESIS) "The Super Shinobi" ("The Revenge of Shinobi") and "The Super Shinobi II" ("Shinobi III: Return of the Ninja Master") correspondingly~??
