I've got a decent collection of Saturn and Dreamcast games, and I'd happily buy them all again for the convenience of having them on Steam.

As for why a mini Saturn doesn't exist yet - it would likely fail for the same reasons the PlayStation Classic failed, hence why SEGA haven't provided a mini Saturn console yet, especially given that there are even less worthwhile games on the Saturn.
I was speaking of a collection as much more than what we have available on Steam now. I am not expecting to pay for 30 Dreamcast/Saturn games as a bundle for only $20. But it would be nice to have each game at a reasonable price. Or a whole bundle for a reasonable price as well, if they chose to go that route.
Or forget bundle altogether and just go with "we need more Dreamcast and Saturn games of note worthy prestige on Steam". Something the fans would want to pay money more, but the devs do not make it so expensive that no one bothers. Or at least have decent sales to counter act the high price point. Again these are much older games and what other people are saying, emulated. We are not getting physical copies after all.
And it's not just Capcom doing it, either - Namco Museum is another shining example of bringing over past arcade titles onto modern hardware.
I remember seeing that "beast" in the arcade. The voice or sound samples and the transformations on screen were amazing! Still gives me chills when I see it. The home version... not so much.
Actually the compressed voice samples are more nostalgic and charming to me.
I did not realize the console port had actual cut scenes of transformations. So over all the Genesis port was not bad.
