Both use similar hardware to the Genesis, with addons to make them more powerful. It really shouldn't be too hard to work on making 32X and Sega CD emulation a reality tbh, especially since the benefits would be great. For one, obtaining a digital copy of Knuckles Chaotix legally would actually be possible. Also, there were a few "enhanced ports" of Genesis titles for the Sega CD (e.g. Eternal Champions); releasing these upgrades would allow them to be obtained legally and new for the first time in decades.
I know emulation development is tricky a lot of the time, but it'd be nice for legal copies of all of Sega's 16-bit titles to be available through Steam, including the 32X and Sega CD games. I'd certainly buy them.
Me personally, I'd get their arcade games if they were put on Steam. But Sega's not doing that on Steam or anywhere else. They did port a few arcade games on genesis collections and last-gen systems, and that may be the last we'll see of them for a while.
There were a few gems on the Sega CD and 32X worth emulating. I don't know about the "Make My Video" games, but Virtua Racing, Virtua Fighter, and Space Harrier were nicely done on the 32X.
