Downloading single games

Is it possible to do this? I bought the whole thing when it was on sale who-knows-how-long, but the emulator lags and there's only really a couple games in it that I actually like to play. So is there a way to do this or am I just dumb?

Use Simple Launcher, or you can load the ROMs you've purchased that are downloaded to this directory:

C:\Program Files (x86)\Steam\steamapps\common\Sega Classics\uncompressed ROMs

on any Genesis emulator you want. The ROMs are in either .68k format or .sgd format, but you can change their file extension to .bin or .smd.

You can disable DLCs on Steam which would make the games you disable not show up in the emulator. Simply remove the checkmarks at the DLC section in the Steam Library entry for the emulator.
