Or you can use any emulator of your choice (I prefer Kega Fusion) to play rom hacks, they are, I think, in your userdata folder, totally uncompressed.

Pak files are located at:
C:\Program Files (x86)\Steam\steamapps\common\Sega Classics\data

Mods are located at:

C:\Program Files (x86)\Steam\steamapps\workshop\content\34270
