How to mod a Sonic 2 ROM?

I tried every tutorial I can find about hacking (or modding) a Sonic ROM, but it just confuses me so much. Is anyone willing to help out or give me a link to a tutorial I probably missed? I want to edit the graphics and the levels themselves.
