I only played this on the Vive 1st gen (When they launched the game years ago) and was super-impressed at how realistic the guns handle.
Hitting something as small as a head from a distance is very very difficult in real life (I have been a competitive sports-shooter)
It may be off on the Oculus of course, I wouldn't know, but on the Vive 1st gen it was perfect in terms of realism when it was launched.
If you do that and try to get the furthest sight between the 2 sights closest to you while the sight furthest to you is slightly above the 2 sights closest to you, you'll get headshots and hit whatever you're shooting at really easily in my experience.

What you might be experiencing is the squeeze issue that happens in real life when firing a gun. Essentially when you squeeze the trigger you are tensing up your dominant hand causing a subtle (but noticable at distance) shift to the left (with right hand dominant). You can check this by opening the steam menu and looking closely at the controller while you squeeze the trigger. You can also know if you take practice shots and see your gun shots landing consistently left of where you are aiming.
Once you are aware you are doing that it is a simple matter of keeping it in your mind and trying to control your trigger press as much as possible. And if necessary stabilizing your dominant hand even though the game doesn't actually have two handed grip for pistols.
