Is there a finite amount of civs, cops, and army?

Is there a finite number on civilians, cop and army spawns? or do they just keep spawning?

I've noticed that two or more civs respawn if you pace back and forth on the train level

From my observations then police,swats and army respawn infinite amount of times mostly by 1 or 4. Civilians respawn but im unsure if this includes larger gatherings (such as houses).

I believe there is a finate number, while farming the downtown level for the kill 10k achievement I shot every single NPC I could find. For a while I could always find a few more, but eventually the map was barren save for all guns and bodies.

They're all finite. If you come across random civvies later on, they may just have been hiding at the edges of the map. It is entirely possible to 'cleanse' an entire level.

Some events trigger a one-off spawn of law enforcement/army troops. I.e. in the army base level, if you attack the big reception building full of civvies and officers, you trigger several humvees and squads of soldiers.
