You only need to buy one copy of the game. Keep in mind that the game will be tied to the steam account that purchased it. So if both people want to play the role of the bomb defuser, you will either need to buy a second copy or set up Family Sharing. You don't need to own the game in order to read the manual, so just about anyone can play.

You definitely don't need to play face to face, people play the game together from all around the world. You just need a way to communicate, such as through a program like Skype.
