"Quality determines both the durability and value of each clump of grass. For example a Quality 20 means that with Cutting power of 2 will take 10 swings to fully cut it and it will give you 20 grass for upgrades. Growth rate is also related to quality, in above example having growth rate of 2/min means it will take 10 minutes to full regrow that specific clump of grass."
So, its not really a big downside or benefit to level it. For one, the quality improves on its own, as soon as you get or advance a sticker. You can see this on the last page of the sticker-book, the yellow bookmark at the bottom.
Other than that, its mostly just visuals. With high grass quality, Ropuka needs more cuts/takes longer to visually reduce the grass's height. With lower grass quality, he makes more visual progress and you might get a more even, shorter lawn.
For "efficiency" i dont think there is an effective difference.

I want keep "18 cuts a clump of grass and visit 9 clumps" no change. Do some math keep all number in some range of ratio.
I upgrade (or use coins ) to make grass quality above 412.8 BEFORE upgrade cutting power to 17.1
