Lottery System is broken

The lottery gives me items I already have almost every time....is this intentional?

Hello, there are duplicate items in the lottery and they give you bonus stats (can be seen on the 4th page of the sticker book). Once you get 5 dots on an item it is no longer available in the lottery, so everyone will get all stickers and all duplicates with the same amount of coins, just in a bit different order.
