Its not a psp port, its a ps4 port. PS4 might be a "cheap" version of todays pc but that has nothing to do with how the game is going to play on pc hardware since designing around one set hardware configuration is different from designing for a large variety of components. Also his pc is weaker than the ps4.

Even so, if it's optimized really well, it's entirely plausible that you can play the game. For that kind of info, I'm afraid you're going to have to check back in 3+ days time, when the game releases. Omegazeda is merely judging everything at face value and not taking into account of the huge amount of variables present - which is a rather foolish thing to do, especially for a game not even out.
All in all, I would say you probably can't really run it well enough to be happy; you'd probably get some bad framerates, unless it's optimized really well. For a definitive answer, you'll just have to wait for a few more days.
If I were you, I would just wait the release then wait for youtube videos benchmarking the game on hardware akin to yours. That's the best solution I can see right now.

@OP: You'll never know what you will get these days, and noone on these forums can assure you that it will run on your PC. It's pretty dated, especially your CPU might be a bottleneck. Never pre-order, just wait for reviews.

As a port of the PS4 version, it is even closer to computer's architecture than PSP is. Which means better optimisation OP(for the most part at least). :)

radeon serie 5700 is able to run directx 11 and you spec allow to run it
