Type 'services.msc' in the Run box. Find Superfetch, double click it and set to 'Manual' or 'Disabled' instead of 'Automatic'.
Ah mine sounds like a different problem, I was getting sudden framerate drops during pre-rendered cutscenes.
Have you tried setting your desktop refresh rate to 30hz to fix crackling sound?
I'm using a TV too, try creating a custom resolution at 30hz, if not you can download Custom Resolution Utility and create your own resolution @30hz.

The problem is actually that Superfetch was running on the same thread as the game's cutscenes, I am not saying this is a super cure for all problems but simply that it 100% fixed mine.

Easily re-enabled, worth a try, worked for me :)
Basically if you tend to use a program at a given time then it should help by preloading that program around the time it expect you to use it.
However, if you don't tend to stick to normal routines then it may just be harmful as SuperFetch tries to load up word while you're playing a game.
Personally I'd leave it in place unless it gives you issues, but, if it's know to have issues with this game then disabling it shouldn't cause any problems. Just remember you have disabled it.
Make sure to enable page filing (Virtual ram) if you disabled it. I noticed a lot of people with 8gb ram disabled their page filing which causes issues with some programs.
Had a guy a few days ago with 8gb system ram having stuttering issues with Just cause 3. Suggested he enabled page filing. He did and fixed the stuttering with not only JC3, but, other games he owns.
