As for 0 vs Code Veronica, I'd say 0 is harder, imo. I think CV/CVX is one of the easiest RE entries, actually. There is a bunch of health and ammo and you'll come across several extra weapons like the Mac 10s and an AK. Like RE3, I always finish the game with tons of ammo and health to spare.

So, vanilla RE1 was noticeably harder for non-Asian countries. Later the Director's Cut release simply added difficulty settings and the Original/Arrange modes. So we can't really say that the PS1 RE1 is or isn't universally the hardest.
RECV is definitely not. It gives you a ridiculous amount of resources. It also never got a Hard mode (Normal only) and you take very little damage from enemies compared to games like RE0 and RE remake on Hard mode so you can make a lot more mistakes. The game is actually very easy except for a few Gotcha moments in specific boss battles that can instant kill you if you're unlucky.
RE0 might be considered the hardest to learn how to play, and how to deal with the new mechanics that make gameplay more tricky than in the other classic RE games. 0 and 3 also came with Hard mode unlocked right away (you just can't do that in RE2 or RE Remake because you're forced to play Normal first), so for players feeling brave enough to attempt this difficulty on a first playthrough it's a tough welcome.
0 does not have The Knife.

When I tried it on normal I was shocked and I didn't continue. Lol
However, before I bought RE0 I thought it is the RE that wont make me finish playing. I expect that in my first few minutes of gameplay I will close the game and probably uninstall it. But it was funny. I finished even Hard Mode and all extra modes, I even 100% this game. The only RE game I completed achievements next to Revelations 1.
With all honesty I didn't feel RE0 overwhelming but neither underwhelming, contrary to what I've expected. So people saying RE0 is one of the hardest (even in top tens article) makes me proud. 🤣
I need to continue playing CV to compare it. Right now I will listen to opinions.
Well the only thing that I felt when played CV the first time is that its normal mode (which is the only mode) definitely feels like hard for me. But that's just me. I never struggled on RE0 the first time I played the way I did in CV for reasons I can't understand.
Compared to REHD there's a distinct difference in how enemies are used. REHD places a few enemies at key places in rooms which rewards dodging them as you have breathing room to push past and make it to where you need to go. RE0 takes a 2x2m room and puts 4 zombies in it, and a key item behind them, just to force you to burn ammo.
Add onto that that they still CLEARLY operated on the design philosophy of "placing enemies right where the fixed camera changeover will screw you over is a good choice" and you get to either take some cheap hits, or spend 90% of the game shooting at things you can't even have on screen at the same time without getting hit/grabbed. It rewards knowing where the enemies will be ahead of time, rather than reacting to where you find them.
There's also the inventory management. Without the item boxes, you're forced to backtrack over, and over, and over to get your weapons, heals, and ammo to the next areas. While later runs you know what triggers new enemies etc and can plan around it, your first run is going to be misery as things like the monkeys flood the map while you're just trying to progress. Having Rebackpack follow Billy around doesn't do enough to offset the pain of having to use half the training facility as storage.
Compared to other games, RE0 also has the worst issues with hit stuns. Every other enemy seems to have the ability to hit you, then wind up and launch another attack before you're even back in control of your character.
This is what makes this game the "hardest," per say. Right now I just killed the giant centipede, the furthest I've ever made it. I'm determined to beat this game once and for all, but it's already been like 2 weeks since I played, lol. When faced with the other options of games to play, it's hard to choose this one over others. I can't wait to finally beat this game and I highly doubt I'm ever going to touch it again when I do.
Its actually the easy mode, since the knife aimed down hits enemies multiple times. You can knock down zombies in 2 slices in Veronica. So the knife is surprisingly useful.
Anyway, RE0 is hard ngl, but was fun and not annoying like other people claim.

Of course they didn't mention CV but then again it can be possible.
I do hope Capcom does something with CVX eventually, but Resident Evil 2 isn't even one of the games in the N64 package on switch with the expansion pack. Like wtf, they got Winback: The Game that time Forgot - but not Resident Evil 2. C'mon Capcom! Get on that!
I treat re2 remake onwards as modern RE for the sake of discussion.
