Does she referring to Billy or Enrico?

I kept thinking it was Billy until I read somewhere that Enrico was killed in RE1 (haven't played it tho).

If she was referring to Enrico then the whole RE0 game is a past story telling. I thought it happened real time.

0 happens before 1. Rebecca is in 1 after she supposedly went through this.

You won't see her mention much about this in 1 because this was created later so 1 was created without plans for 0.

Though in 1 remake they might have added a few mentions, can't remember.

So far as I understood Rebecca is in S.T.A.R.S team Bravo while Jill is in team Alpha, Bravo team was dispatched to the forest to investigate strange reports, that's where the RE0 starts. After Bravo team went missing Alpha team was dispatched to go look for them, that's the start of RE1. When she said "I've never seen him again", that's because he was killed in RE1, As I understand, events of RE0 and RE1 are happening either the same day or with the difference of a few days.

RE0 begins with Bravo Team arriving around 10pm/2200 of 23 July 1998 and ends around 7am/0700 of 24 July 1998.
RE1 begins with Alpha Team arriving around 9pm/2100 of 24 July 1998 and ends around 6am/0600 of 25 July 1998.

In game cut scene times, time skip times stated in games, in game files, and estimations based on morning daylight given the time of year and area Raccoon City is meant to be placed.
