Confused about the Reasearch Facility
As the title says I'm pretty confused about the Umbrella Research Facility in this game, mostly about it's location. In Resident Evil 2 it was shown that the facility is beneath Raccoon City, but in Zero the facility is clearly in the Arklay Mountains. Otherwise it couldn't be connected to training facility with the elevator nor would Rebecca and Billy end up in the middle of the forest after finishing the game.

What also confuses me is that the facility seems to be empty. Zero takes place one month before the Raccoon City disaster so the lab should be fully operational, yet it seems to be completely abandoned in Zero.

I asked the same question in another topic. Apparently it's the same location, you just approach it from a different direction.

Resi0 takes place near the Arklay mountains however you reach the Facility via a Cable Cart, which could explain the distance covered.

There are still continuity issues though, like how Enrico got access to the emergency exit elevator (where he steps out from, in the cutscene) and also why they didn't report the lab after the events of Resident Evil 1 etc.

I see it that way. It's an industrial complex right? So many of the factories have similar structure. Multiple Turntables that reach separate underground factories. It all makes sense.

Same place. Either that or devs being lazy, cus they have the exact layout.

It's the same place. This area leads to the underground lab which was also in one of the Resident Evil Outbreak games. It's NOT a different area it's the same place from Resident Evil 2. Like someone said earlier up you just approach it from a different location.

Yep this is something that I've never quite understood either, I was under the impression that the Arklay mountainous area where Spencer estate/This game's mansion and setting was a *good* distance from the city proper, and that this facility was in the middle of the city under the RCPD.

Now I believe that this research facility is actually out in the arklay mountains too or atleast on the very outskirts of the city, and the tram ride you take in RE2 is actually longer and lengthier than what is shown or implied in that game.
Can't be the opposite since the Big elevator you use here can still take you to 'level 1' - which is where the train crashes in the beginning, also Spencer estate is within eyesight of this from the closing cutscene too.

No idea how the survivors got here in Outbreak or why they don't just find a way out of the city limits if they are that far out already, but yeah this is the only thing that makes sense to me now.
To be fair though we don't know if the research facility is actually abandoned, Rebecca sort of gives a half-a$$ed non excuse reason as to why she doesn't want to enter any of those doors that would take you further into the complex, so it could be staffed for all we know.

It is the exact same Umbrella Research Facility.
In Resident Evil 2, you arrive there via cable car, no? So it's not that near Raccoon City, maybe around the Arklay Mountains.

Wesker left the operation in the mid of Zero game, he had enough time for start the operation from R.E 1, and look the last video of Zero, she is near to the mansion and she doesnt had time to report the others, or that i thing.

Um Chris and the gang DID report everything but because the Chief works with Umbrella the words of STARS fell on deaf ears. This was covered in Resident Evil 2. They tried really hard to get the town to listen to them but they wouldn't. Because of the fact that Umbrella had there hands in every big wig in Raccoon City. This is because Umbrella literally ran the town.

Also the cable car you take in Res 2 takes you to the train yard. You have no idea how long that cable car ride is cause they don't show that.

But I doubt that Enrico could walk around the facility that easily like he did in Zero without any Umbrella Security or UBCS members getting a little suspicious. Otherwise they could assume that he belongs to Umbrella, too or he shot them. But yeah, that's my personal explanation as well. And maybe the survivors in Outbrake just walked the way to the facility out of pure fear. I mean in Outbrake 2 you're also in the middle of the Raccoon forest and it's easy to assume that the city is far away as well in the Flashback scenario.

I know that level, I played both Outbrake games. But this one makes actually a bit sense, because it's during the Raccoon City incident when the virus is already released. And it also doesn't tell you how close or far the facility is to the city, due to that we don't see how the survivors get there and the ending scene is finished shortly after the survivors get into the train.

As people pointed out, to me it feels like Leon/Claire also walked away from the main hub of the city when they did the whole sewer section of the game. Afterwards the tram ride took them even further away.

Didint Birkin already fell from umbrella's graces by this point? Maybe the lab only had a skeleton crew (paid by birkin himself) by this point.

This is NOT the same location, the devs were lazy with that one. when the game was put on halt because the console it was supposed to be on didnt sell well it had used multiple assets and desgines of previous titles, and besides the development factors that lead to this confusion, just think about it, the incident was MONTHS before RE 2 played, therefore it would make absolutely no sence that the facility is infested with zombies, when Borkin and his crew still worked in the place.

what I dont know is that the place completly blews up, and next to it there is an other Mansion what I assume is the Mansion from Resident Evil 1. But if everything blew up, how come you go down the lab from the other mansion and the lab is completly untouched and working? Did they built 2 underground lab facility next to each other? :D
