Guys, the sound is unsync because your PC cant handle the game, even if they are high end PCs, or so I've heard because I never had any problem with any RE game on my high power super PC :p. You should search this forum for further informations. (I am too lazy to do that for you)

There are some slowdowns even in reasonably poweful rigs, it' just usual laziness from Capcom to properly optimize the port. Some examples are like OP mentioned and the room with the 1st leech zombie where Billy saves Rebecca. When the zombie on fire shows up on camera, there's a massive slowdown, even if the game runs @ full 60 fps in everywhere else.

If u got some slow-motion problems then do not use widescreen! Because widescreen is using 1440p or 4k resolution

I just wanted to let everyone know I was able to fix the problem on my end,

They have 2 settings for refresh rate and frame rate.. put the refresh rate at 60 Hz and frame rate at 60 FPS. Now it is in Sync on the VIDEO!!!.. I have tested this with 1280x720 (720P) and 1920 x 1080 (1080p) wirh all the settings on high, also running wide screen. I believe the issue is a frame rate and refresh rate mismatch using the default settings.

For some reason the game defaults to 23 Hz refresh rate.. when I was troubleshooting this I went hey my TV is a minium of 60 Hz!

My system is:
AMD FX 8350
16 Gigs of Ram
R9 280
256G OCZ SSD

This woked short term to sync the audio but it stopped working when the cutscene lagged.
