Yes. Zero takes place just prior to the start of RE1.
In the RE timeline 0's events happen first (one day before, iinm) because her team was on the ground before it needed rescuing but thats not important. 0 has some mechanics that diverge from the rest of the RE games and could sour you on the serie if its the first game you play.
If this is your first Resident Evil game or first 'original formula' Resident Evil game, be warned that this game is quite difficult and has some questionable mechanics like control of two characters and lack of storage boxes which is not the case in other 'original formula' Resident Evil games.
So in case you end up hating it, don't judge the whole franchise by it and try some other Resident Evil titles.
P.S. Starting with earlier titles might prepare you better for RE:0, because they are easier.
