Is anyone making or in progress of making a 3rd person mod/behind the shoulder mod or even a first person? im just curious lol

It's not possible, backgrounds are not 3D.

That wouldn't be possible without also having to create a 3D environment from scratch for the mayority of the game.

wouldn't be a mod as it would be a total remake. the fan made RE2 remake using unreal engine is an example as the guy had to basically remodel everything into a 3d perspective for the over the shoulder look.

To be honest the way it is already with the fixed camera angles is the essence of true RE
