Billy's fate has been revealed (Official)

According to this dude Billy traveled through the forest and got killed by the zombie dogs. Remember he had no idea there was still zombie dogs in the forest, he thought the train took them to a safe place. He was still a few miles from Raccoon and he doesn't have a gun anymore because the final cutscene is just him bare hand walking away in a tank top. Rebecca threw away her guns as well for some reason because in the Mansion she doesn't have any of the guns from the game and that is why Chris had to constantly save her.

I can believe Billy getting killed in the forest; it does make some sense. But Rebecca doesn't throw away her guns; in the original RE1 (the PS1 version), she states she looses it running away from zombies. In the remake, she still has her Samurai Edge, as she has it during the final cutscene and states that she's still armed to Chris earlier on.

We don't know what happens to Billy, nor his handgun (I'd assume he'd still keep it, might be tucked away somewhere, where do those shotguns and grenade launchers go when not in hand?), it's the same conundrum as Carlos from RE3.

Carlos is still alive because he shows up during the Ranking page with Jill on a boat, looking worried. When Rebecca told Billy "Billy is officially dead," it was more or less Capcom telling us "he is literally going to die in the forest up ahead."

Billy didn't die after the mansion incident. Rebecca just lied in her report so he wouldn't get court martialed for some crime he wasn't actually guilty of. As for weapons... not all of the weapons we can get in the games are "canon", some are there just for gameplay sake. That's why in cutscenes the protagonists are usually just using their default handgun, even if in-game you don't have a handgun at all.

kind of makes sense when you think about it though, Billy's backstory is actually tied to Africa and trying to brutally kill everyone.

The original draft is not what was released, so there is no fact in your statement... Or is Claire called Elza in canon, since in RE 1.5 (the original draft for RE2) she had that name?

It will never be found out if he survived. I believe he is missing assumed dead and he possibly went into hiding and either died when Racoon city was nuked or he may be talked about in the future. I believe his fate is open to interpretation after all he survived in Resident Evil 0 so I doubt he would have been killed so easily

But for Capcom to consider bringing him back, he needs to be alive. It's not just RE5, Billy's return was also an idea for Infinite Darkness as shown in the link I posted earlier. Plus nobody ever said he died to begin with... he just vanished like Carlos.
