They're different games. Resident Evil 0 is a prequel of Resident Evil.
They look similiar because they were released only a year apart but that's about it besides the gameplay.

If you're looking to get into them I'd suggest starting with Resident Evil.
Playing Zero first will spoil part of the story of RE, and RE is more beginner's friendly.

so what exactly is the differnece ?

1 Story, same characters ?
2 same location ?

RE0 takes place a day before RE and is set in a different location with different main characters.

The name of the games are telling you what's the difference: one is RE ZERO, the other without a number is RE1, they're two different chapters of the series, featuring a different adventure with different characters and locations.

Buy both. I don't personally have Zero but that is because I already played through it on GC and it isn't as good as REmake. But it's still worth playing through at least once.

But unlike REmake HD, there are new things on RE0 HD (new clothes and Wesker Mode). They might make it worth buying the game again. At least it was for me.

Both games are great if you give them a fair chance. I wouldn't doubt it if I could get the two of them for the price of one, at the end they're short games so if you liked one you'll likely want more.
