You don't need to save shotgun shells like crazy, there are better weapons for strong enemies later in the game. Just make sure it's your character using the shotgun and not the AI, because the AI won't be as smart as going for close range headshots.
Handgun ammo is basically for one character, at some point not far into the game having both characters carrying handguns and handgun ammo becomes just an unnecessary waste of inventory slots that will result in more backtracking.
One handgun can be upgraded in the training facility basement, rendering the other handgun pretty much useless as you'd be just wasting power if you keep reloading your weaker handgun instead of just using the upgraded one.
And, basic classic RE principle, you're not supposed to shoot everything. Avoid enemies that are reasonably easy to avoid, at least whenever they're in an area that you can travel using just one character. No need to risk both Billy and Rebecca for things that can be done using just one of them (preferably Billy, as he can even tank some hits if necessary, and save ammo in the process)
I already beat the game, and can safely say the aim up shotgun thing is not viable in 0. Unlike other RE games sometimes zombies will not be phased by it at all and grab you before you can even move out of their way.
And also, "basic classic RE principle". In every classic RE game you are given enough ammo to take out most enemies and the only reason you should ever avoid doing it is if you're speedrunning.
The shotgun wasn't a guaranteed one-hit-kill in the first Remake either, but here its a minor problem if doesnt work out since the zombies never come back.
The amount of ammo is okay, as long as you dont try to kill the all Leech man with a pistol or shotgun.
I honestly cant remember any moment in the game, where its neccessary to have both characters engaging an enemy. Except of course the final bosses or a lurker.
If you use both chars you just risk that both of them get damaged in exchange for a little bit more firepower.
Mostly because the AI is just horrible in combat.
The AI all depends on who you play as. Rebecca's AI is useless in combat, but Billy's AI is a ♥♥♥♥♥♥♥ machine and will destroy anything.
Most is not all. You can shoot a large amount of enemies in any classic RE, but it was an intended design choice since the first game that you were not supposed to fight and kill them all.
Available ammo depends on the difficulty you're playing. I don't do speedruns and I allways had to avoid some enemies when playing RE1/Remake on Hard, RE2 on Hard, or Outbreaks for example, because if I didn't I would run out of ammo. Same goes for RE0, it's nothing new. At least on the high difficulties you're not supposed to get enough ammo to shoot everything.
You're not supposed to but you absolutely are given enough ammo to fight the majority of things even on the highest settings, with RE1 remake being pretty much the only exception to this. Classic RE1/RE2/RE3 and the Resident Evil 2/3 Remakes absolutely throw you enough ammo.
I'd say you're given enough ammo to kill most enemies if you *use it wisely*, even in REmake.
This includes not wasting it on an enemy in a room you need to only run through once.
