It's been a while, but in my mind there was no dragging around of wounded except in certain mods.
Unless the game specifically tells you to drag people, I'm fairly certain dragging of wounded is not part of the regular game.
Again, I may be wrong and it's been a while, but I'm almost positive there was never any dragging except in certain mods.
Edit: I think the first time I saw a dragging option was in one Warfare (CTI) game mode.
Previously I was able to, now I can't.
There is a first aid tutorial where you are supposed to drag and carry (I'm doing tutorials to refresh my memory). I only have the option for first aid, no drag or carry in the action menu. I was previously able to do it quite a while ago, now after recently reinstalling it I cannot
It seems that the function isn't always available though and depends on the mission creator activating it. Or something.
Regardless, all I have found are general tips to find the "sweet spot" so the option appears.
Like the soldier obviously needs the flags to be carried (wounded enough), and you generally should try scrolling throught the wheel menu from different angles and distances.
Though people seem to agree that if you can see the Heal option, the Drag option should be there as well.
Hope that helped at least a bit.
There are a few reasons why it may not be available:
Without pulling apart the specific mission pbo there isn't an easy way to see if the module is enabled.
I've been hunting for an answer everywhere and so far nothing. I would like this to be figured out if possible.

When the fix does come out, Steam will do the update, but it depends on what you have set in the Updates and Betas tab of game properties whether it will occur automatically.
if you have automatic updating set on, it will update automatically when you're running on "None" or "Beta" under Betas tab. If you're running on "Legacy" in Beta tab, you have the older version of the game running and have opted out of patch updates.
If you do not have automatic updating set on, you must prompt Steam before it will do any updating to the game.
