Maybe the problem is related to your Steam installation.
You can reinstall Steam without losing your games.
Note: your games are installed in the folder 'SteamApps'.

1. Exit Steam.
2. Navigate to the folder where Steam is installed (by default: C:\Program Files (x86)\Steam\).
3. Delete all of the files and folders except the 'SteamApps' folder and 'Steam.exe' application file.
4. Run Steam.

Steam will reinstall and update automatically.
Run the game.

I hope this is not a compatibility issue with the Intel Xeon CPU.

Please provide us a System Information report:

1. Press the keys Windows Start (bottom left) and 'R' from the keyboard to open the 'Run dialog box' and type: MSINFO32
2. Click the button 'OK'.
3. Click 'System Summary' (upper left).
4. Click 'File' then 'Export...'.
5. Enter a file name (from File name:) and save the file on the Desktop (click Desktop under Favorites, upper left).
6. Close System Information.
7. Right click on the file located on the Desktop and click 'Send To' then 'Compressed (zipped) folder'.
8. Reply to this email with the compressed .zip file in attachment.

Send in attachment the compressed .zip file with a description of the problem to:
